Luck is always a factor, though. Sure, relying solely on luck usually won't get you anywhere, but it is fundamental. Italy hadn't qualified for the World Cup in 12 years, yet in 2021 they hit a "golden month" where everything went their way—thanks to a lot of luck—and they won the Euros. Greece won the Euros in 2004 with plenty of luck, as did Denmark in 1992 (after initially failing to qualify and then getting a last-minute call-up).

In these competitions, there are always 4 or 5 top national teams, and you need luck—whether it comes down to penalty shootouts, favorable refereeing decisions, or similar factors. Luck alone isn't always enough, but without it... you simply don't win.

Look at the last two Champions League titles won by PSG. They had immense luck when it mattered most. Is PSG a bad team? No. They are arguably the best team in Europe, or at least in the top three... yet their path to victory was paved with ENORMOUS luck; otherwise, they NEVER would have won.
